Heihe, known as Aihui in ancient times, is a prefecture-level city administered by Heilongjiang Province. The city has jurisdiction over 1 municipal district, 2 counties and 3 county-level cities, with a total area of 68726 square kilometers. According to the seventh census data, as of midnight on November 1, 2020, the permanent population of Heihe City is 1,286,401 people.
Heihe is located in northeast China, in the north of Heilongjiang Province, bordering Yichun and Suihua cities in the southeast, Qiqihar City in the southwest, Inner Mongolia Autonomous Region across the Nenjiang River in the west, and Greater Khingan Mountains in the north. It is bounded by the center line of the main waterway of Heilongjiang Province, facing Blagoveshchensk City, the third largest city in the Russian Far East -- the capital of Amur region, across the Heilongjiang Province. It is the only pair of corresponding cities with the largest scale, the highest specifications, the most complete functions and the closest distance on the China-Russia border line, with the nearest distance of only 750 meters.
Heihe has a long history. According to archaeological evidence, as early as in the Paleolithic period, there were human activities in this area, forming the basis of the local ancient indigenous peoples. In 1982, The State Council approved the restoration of first-class national ports.
