Changning County, subordinate to Baoshan City, Yunnan Province, is located in the western part of Yunnan Province. It was set up in 1933 by Yongchang County and Fengqing County of Shunning County, Baoshan City. Changning County is adjacent to Fengqing County in the east, Longyang District and Shidian County in the west, Yongde County across the river in the south, Yongping County, Yangbi Yi Autonomous County and Weishan Yi and Hui Autonomous County in the north. By 2020, Changning County has jurisdiction over 9 towns and 4 townships, with a total area of 3888 square kilometers. According to the data of the seventh population census, as of 0:00 on November 1, 2020, the permanent population of Changning County was 319858.

In October 2017, Changning County was named the National Garden County by the Ministry of Housing and Urban-Rural Development. On April 30, 2019, the People's Government of Yunnan Province decided to withdraw Changning County from the poverty county sequence. On February 2, 2019, it was rated by the State Administration of Traditional Chinese Medicine as an advanced unit in the work of traditional Chinese medicine at the national grass-roots level at the county level. On July 29, 2020, it was included in the naming list of national health towns (counties) in the 2017-2019 cycle. On October 9, 2020, it was awarded the title of the fourth batch of national ecological civilization construction demonstration cities and counties by the Ministry of Ecological Environment.

In 2020, Changning County's GDP reached 16.319 billion yuan, up 4.8% year on year; The investment in fixed assets above designated size was 12.661 billion yuan, an increase of 0.7%; The added value of industries above designated size increased by 2.2%; The per capita disposable income of urban and rural permanent residents reached 33853 yuan and 12992 yuan, up 3.1% and 7.7% respectively.
