Huaiyang District, subordinate to Zhoukou City, Henan Province, is located in the southeast of Henan Province and the middle of Zhoukou City, with an administrative area of 1334.56 square kilometers. According to the results of the seventh national population census, as of 0:00 on November 1, 2020, Huaiyang District has a permanent population of 1,022,322. Huaiyang District has jurisdiction over 2 streets, 8 towns and 9 townships, and the District People's Government is located in the middle of Xihuang Avenue.

In the seventh year of Emperor Gaozu of the Han Dynasty (the first 200 years), Huaiyang County was established. In August 2019, the People's Government of Henan Province adjusted some administrative divisions of Zhoukou City, abolished Huaiyang County, and established Huaiyang District of Zhoukou City. Huaiyang District has a warm temperate monsoon climate. The climate is mild, with abundant rain, four distinct seasons, long frost free period and more sunshine hours. There are two national highways 106 and 311 in Huaiyang District, and two provincial highways Zhou Shang Highway (S206) and Luo Shuang Highway (S329); There is Shaying River shipping (Zhengbukou Port) through the waterway to Huaihe River and Yangtze River. There are many scenic spots in Huaiyang District, such as Taihao Fuxi Mausoleum, Longhu Lake and East Lake Natural Scenic Area. In 2012, Huaiyang District was selected as one of the first national tourism standardization demonstration counties. On May 18, 2019, Huaiyang District was selected as one of the "2019 Most Beautiful Regions in China".
