Lixian County, located in Changde City, Hunan Province, is named after the Lishui River, located in the middle reaches of the Yangtze River, the northwest of Hunan Province, on the west bank of Dongting Lake. In 2015, the county has jurisdiction over 4 subdistricts and 15 towns, with suitable climate, diverse landforms and vast water surface. Lixian County owns most of the Liyang Plain (the largest plain in Hunan Province), with a total area of 2075 square kilometers. Grain, cotton, oil, pig and fish are five agricultural pillar products in Lixian County. According to the seventh census data, the permanent population of Lixian county was 721,927 as of midnight on November 1, 2020.

Lixian County is the national commodity grain base county, the national high quality cotton base county, the national top 100 rapeseed production county, the national agricultural sustainable development experimental demonstration area, the national grape standardization cultivation demonstration base, the national new urbanization comprehensive reform pilot county, the national small and medium city comprehensive reform pilot county, the national health county, the hometown of Chinese poem, the Hunan Civilization County, the Hunan Garden county and the lake South Province economic strong county, Hunan Province all-round well-off "ten fast forward county". There are 13 state-level cultural relics under protection. The prehistoric cultural sites on the Liyang Plain, with Chengtou Mountain, Pengtou Mountain, Jiweicheng, Baweir, Shiligang and Dingjiagang as the core, have been applied for World Cultural Heritage by the state. Among them, the ancient culture site of Chengtou Mountain finds the earliest ancient city site, ancient altar and ancient rice field dating back 6,000 years in China. In 2015, it was listed as the second batch of national comprehensive pilot areas for new urbanization. In 2020, the GDP of Lixian County reached 38.6 billion yuan, an increase of 4% over the previous year.

The first batch of national pilot demonstration zones for sustainable agricultural development. On December 31, 2019, it was selected as a national typical county for rural innovation and entrepreneurship. On January 29, 2021, it was selected into the list of regions with remarkable achievements in 2020 published by Hunan Provincial People's Government.
