Naiman Banner is located in the southwest of Tongliao City, Inner Mongolia, on the southern edge of Horqin Sandy Land. Its topographic and geomorphologic features are generally summarized as "North river with sand in the south mountain, two mountains with six sands and two plains". The southern part is the northern margin of the western Liaoning Mountains, with an elevation of 400-600 meters. The central part is mainly wind-eroded sand deposit. The central and northern plain is a part of the impact plain of Xiliao River and Jiaolai River, with flat and open terrain. The total land area is 8137.6 square kilometers.

The flag was set up in 1636. It borders Fuxin City and Beipiao City of Liaoning Province in the south, Kulun Banner in the east, Aohan Banner and Wengniute Banner of Chifeng City in the west, and Kailu County across the river in the north. It belongs to northeast China. The cultural division is similar to that of Northeast China, and the customs and habits are similar to that of Northeast China. Naiman Banner is one of the core areas of Hongshan culture; There is the ancient Khatan Longting Longhua Prefecture, the first city established by nomadic people in northern China, and the most complete and precious tomb of Princess Chen of the Liao Dynasty. More than 3,000 first-class national cultural relics have been unearthed here. Sixteen princes of the "Naiman" section of the Mongolian nationality sealed their counties here. There is the well-preserved Mongolian palace of the Qing Dynasty, and the beautiful Nuenjiya sings the world here. Naiman Banner is the closest to Beijing and the only vast desert in northeast China. Xilamulun River and Laoha River, the "grandmother river" of the Chinese nation, meet here, which is the starting point of Xiliao River. There is the largest desert freshwater lake in China. According to the seventh census data, as of midnight on November 1, 2020, the permanent population of Naiman Banner was 375,312.

On January 22, 2020, it was named the National garden County by the Ministry of Housing and Urban-Rural Development. On March 4, 2020, the people's government of the autonomous region studied and agreed to withdraw from the poverty-stricken flag county sequence. In 2020, the regional GDP of Naiman Banner reached 12.453 billion yuan, down by 1.3 percent.
