Yongcheng, a county-level city under the jurisdiction of Henan Province, is managed by Shangqiu City. Henan Province directly governs county-level cities. Located in the east of Henan Province, Yongcheng is a regional central city at the junction of Henan, Shandong, Jiangsu and Anhui provinces. It is rated as the "Millennium Ancient County", a key county and city in Henan Province to expand its power, and is known as the "Gateway to East Henan". Yongcheng covers a total area of 2020 square kilometers. By the end of 2020, it has jurisdiction over 25 townships, 6 streets and 770 administrative villages (communities). Yongcheng got its name because it was repeatedly hit by water and could not be broken, which means "Yonggu City". In Yongcheng of the Shang Dynasty, there were Jiguo, Yongmang, Dang, Dang and other places; In the sixth year of the Sui Dynasty (610 years), the county was set up, and the Jin Dynasty was the prefecture. During the War of Resistance against Japan, it was the seat of the CPC Henan Anhui Jiangsu Border Region Provincial Committee. In 1996, the county was removed and set up as a county-level city. In 2014, it became a county directly under the jurisdiction of Henan Province. In 2016, it was planned to be a sub central city in Shangqiu City in Henan Province. In 2017, it was approved to become "Demonstration City of Henan Province with Strong Quality". On October 8, 2019, it was rated as one of the top 100 counties and cities with national comprehensive strength in 2019, one of the top 100 counties and cities with national investment potential, one of the top 100 counties and cities with national new urbanization quality, and one of the top 100 counties and cities with national business environment in 2019. In August 2020, it was approved to become a regional logistics hub in Henan Province.

Yongcheng is adjacent to Longhai in the north, Beijing Shanghai in the east, and Beijing Kowloon in the west. Lianhuo Expressway, Yongdeng Expressway, Jiqi Expressway, Zhengzhou Xuzhou High speed Railway, National Highway 311 and Zhengyong Provincial Highway run through the whole territory.
