Zhenglan Banner, under the Inner Mongolia Autonomous Region Xilin Gol League. Located in central Inner Mongolia Autonomous Region, Xilin Gol League grassland southeast edge. The geographical coordinates are 115°00 '-116°42' east longitude and 41°56 '-43°11' north latitude. It is adjacent to Duolun County and Hexigten Banner in Chifeng City in the east, Zhengxiangbai Banner in the west, Taiwusi Banner in the south, Guyuan County in Hebei Province, and Xilinhot City, Abaga Banner and Sunit Left Banner in the north. Flag north-south straight line about 138 kilometers, east and west straight line width about 122 kilometers, the total area of the flag 10,182 square kilometers. It is 260 kilometers away from Beijing, the capital, and is the closest grassland grazing area to Beijing. It has jurisdiction over 4 sumu, 3 towns, 2 farms and ranches, and 127 administrative Gacha villages (community, sub-farm). As of midnight on November 1, 2020, the permanent resident population of the whole Banner is 69,908 (the seventh census), among which the Mongolian population accounts for 35%. It is a multi-ethnic compact area with the Mongolian as the main body.

Zhenglan Banner is the birthplace of Mongolian culture, the typical representative of Chahar folk culture, the demonstration base of Chinese Mongolian standard sound and the hometown of "Chaganid" culture. It is also the hometown of Na Saiyin Chaoketu, the founder of modern Mongolian literature. Inner Mongolia's only world cultural heritage - Yuan Shangdu Site is located in the territory of the banner. On July 27, 2018, the Inner Mongolia Autonomous Region people's Government approved the withdrawal of the poverty flag.

In 2019, the GDP of Zhenglan Banner reached 5.776 billion yuan.
