Huai'an, formerly known as Huaiyin, is a prefecture-level city under the jurisdiction of Jiangsu Province. It is located in the north-central part of Jiangsu Province and in the east of the Jianghuai Plain. Located in the Yangtze River Delta region, it is an important central city in northern Jiangsu, a modern central city in the northern Yangtze River Delta, a member city of the Nanjing Metropolitan Circle, and the first proposed city of the Huaihe River Ecological Economic Belt. It is located at the intersection of the ancient Huaihe River and the Beijing-Hangzhou Grand Canal, and on the "Qinling-Huaihe River" line of the north-south boundary of China. It has the fourth largest freshwater lake in China, Hongze Lake, and is a national civilized city, a national historical and cultural city, and a national health city National garden city, national environmental protection model city, and national low-carbon pilot city. It is one of the main birthplaces of Huaiyang cuisine, selected as the "City of Gastronomy in the World", and one of the birthplaces of ancient culture in the Jianghuai River basin. Huai'an has a history of more than 2200 years. In the Qin Dynasty, Huaiyin County, Surabaya Prefecture, was established as a county, and now Matou Town, Huaiyin was ruled. There are sites of "Qingliangang Culture" in the territory. It used to be the hub of water transport and salt transport, with the Governor's Office of Water Transport and the Governor's Office of Jiangnan River. Historically, together with Suzhou, Hangzhou and Yangzhou, it is known as the "four metropolises" along the canal, "the place where the south boats meet the north horses", and has the reputation of "the capital of China's canals". The Huai'an section of the Grand Canal of China has been included in the World Heritage List. By the end of 2021, the permanent population of Huai'an was 4556230. In 2021, Huai'an will achieve a gross regional product of 455.013 billion yuan.

Huai'an is the hometown of Premier Zhou Enlai, a great man of a generation. In history, Han Xin, the great military strategist, Mei Cheng, the great master of Han Fu, Liang Hongyu, the heroine, Wu Chengen, the author of Journey to the West, Guan Tianpei, the national hero, and Liu E, the author of Journey to the Old Man were born.

There are famous red tourist attractions in Huai'an, such as the hometown of Zhou Enlai, the memorial park of Liu Laozhuang Company of the New Fourth Army, the memorial hall of the New Fourth Army headquarters in Huanghuatang, the former site of the Central China Branch of the Communist Party of China, the memorial hall of the former site of the Jiangsu and Anhui Border Region Government, the eastern dawn of Huai'an Fangte, etc., as well as the ecological tourist attractions, such as the ancient Huaihe River cultural ecological scenic spot, the Li Canal cultural corridor, etc.
