Shenyang, formerly known as Shengjing and Fengtian, is a prefecture level city, provincial capital, sub provincial city, megacity and core city of Shenyang Metropolitan Circle under the jurisdiction of Liaoning Province, a central city in Northeast China approved by the State Council, an important industrial base and advanced equipment manufacturing base in China. By 2021, Shenyang will have jurisdiction over 10 districts, 2 counties and 1 county-level city, with a total area of 12860 square kilometers. In 2021, Shenyang will achieve a GDP of 724.97 billion yuan, and the city's permanent population will be 9.118 million at the end of the year.

Shenyang is located in the south of Northeast China and the middle of Liaoning Province. It is the headquarters of the northern theater of operations of the Chinese People's Liberation Army, the headquarters of the Shenyang Joint Service Support Center, the residence of the Second Circuit Court of the Supreme People's Court of the People's Republic of China, the political, economic, cultural and commercial trade center of Northeast China, and an international comprehensive transportation hub extending from the Belt and Road Initiative to Northeast Asia and Southeast Asia.

Shenyang is a national historical and cultural city, the birthplace of the Qing Dynasty, known as "the birthplace of one dynasty, the capital of two generations of emperors". In 1625, Nurhachi, the first emperor of the Qing Dynasty, moved his capital here, and Huangtaiji built the Shengjing City, where the Qing Dynasty was founded. Shenyang became the Shengjing Imperial City, one of the two capitals of the Qing Dynasty, and began to become the central city in the northeast. After the founding of the People's Republic of China, Shenyang has become an important heavy industry base focusing on equipment manufacturing in China, known as the "Equipment Department of the Republic", the "eldest son of the Republic" and the "Oriental Ruhr".

Shenyang is the main competition area of the 12th National Games. It is a national civilized city, a national environmental protection model city, a national forest city, a national garden city, a national health city, a national logistics hub, one of the top ten snow and ice tourism cities in China and the happiest city in China. In May 2022, Shenyang Municipal People's Government announced the Action Plan for Shenyang to Build a National Central City, supporting Shenyang to accelerate the construction of a national central city and effectively enhance its comprehensive strength and regional influence.
