Fan County is located in the northeast of Henan Province and the junction of Henan Province and Shandong Province. It borders the Yellow River in the south and the Jindi River in the north. With unique location advantages, it is a forward position to connect and integrate the Bohai Rim Economic Circle and undertake industrial transfer in the east. The Yellow River and Jindi River run across the county, with a length of 47 kilometers along the Yellow Line.

At the beginning of the Western Han Dynasty, the county was established and named after Fan Shui, who passed through the city. So far, it has a history of more than 2200 years. It is the origin of the surnames Fan, Gu, Qin and Yao. The "Battle of Chengpu" in the ancient Jin and Chu Dynasties, "Sun Pang Douzhi" in the Qi and Wei Dynasties, "Xiaogan Moves the Sky" in the "Twenty four Filial Pieties", "Zi Lu Negative Rice", "Lu Yi Follows Mother", and "The Bloody Mosquito" all took place here. There are now Danzhu Site, Min Ziqian Tomb, Fan Wuzi Tomb and other cultural relics. Zheng Banqiao, one of the "Eight Eccentrics of Yangzhou", was a county magistrate here for five years. He left a famous saying, "Yazhai lies down to listen to Xiao Xiaozhu, which is suspected to be the voice of civil suffering. Some of our county officials in Caozhou, one branch and one leaf, are always close to each other.". Fan County has successively carried out a series of activities such as Banqiao Culture and Art Festival and Lotus Festival, produced a TV feature film "Breeze Banqiao", and filmed 46 episodes of TV drama "Muddleheaded County Magistrate Zheng Banqiao". Banqiao Ancient Town was built and put into use, and was named "Henan Province Town of Zheng Banqiao Culture".
