Suibin County, subordinate to Hegang City, Heilongjiang Province, is located on the border and near the Songhua River, meaning "appeasing" (pacifying) and "riverside". Suibin County faces Russia across the Heilongjiang River in the north, connects Tongjiang City and Fujin City along the Songhua River in the east and south, and borders Luobei County in the west. By the end of 2019, Suibin County had jurisdiction over 3 towns, 6 townships, 2 forest farms, 3 farms, 1 seed storage farm and 1 seed breeding farm, covering an area of 3,344 square kilometers.
