Jian'ou (Jian'an County and Ouning County of Jianning Prefecture in ancient times) is short for Zhi and is located in Nanping City, Fujian Province. Jianning Prefecture and Jianzhou Prefecture. It is a major agricultural city in northern Fujian Province, a provincial ecological city and a provincial garden city. With a total area of 4233 square kilometers, it has jurisdiction over 10 towns, 4 townships and 4 streets, and 27 residents committees of 217 villages; Mainly Han, there are 10 ethnic minorities such as She and Miao. It is the county-level city with the largest land area and the largest population in northern Fujian. With a written history of more than 3000 years, it is a provincial historical and cultural city with a history of more than 1800 years. It is one of the four earliest counties in the history of "Fujian", and the earliest government in the history of Fujian. Fujian was built with Jianzhou (today's Jian'ou). In 943, Wang Yanzheng declared himself emperor in Jianzhou and established the State of Yin; In 945, Wang Yanzheng changed the State of Yin into the State of Fujian, with the capital still located in Jianzhou. In 1913, the government was withdrawn, and Jian'an and Ouning were established as Jian'ou County. In 1992, the county was withdrawn and the city was established.

It has produced 1154 Jinshi, 6 top scholars and 10 Zaifu ministers, and is one of the top ten Jinshi counties. Zhu Xi, a neo-confucianist, Yang Rong, one of the politicians of the "Three Yang Assisting Politics", and Yuan Shu, a historian, Wu Yu, a phonologist, Xu Jing, a diplomat, Wu Ji, a writer, and Yang Junde, a pioneer of modern revolution, and other well-known figures were born here.

Guizongyan, Wanmulin, Guangxiao Temple, a Buddhist shrine in Fujian, the "Five Phoenix Tower" (Drum Tower), a landmark building in the imperial capital of Fujian, the Beiyuan Yubak Site and Dongyue Temple, the largest existing Jianning Fu Confucius Temple in the province with strong architectural style of the Song Dynasty, and the Weiwu Gate, Linjiang Gate, Tongji Gate, Tongxian Gate and other tourist and historic sites.

In March 2019, it was listed in the first batch of districts and counties for the protection and utilization of revolutionary cultural relics.
