Dalat (Mongolian meaning shoulder blade) flag, formerly known as Ordos left rear flag. Located in the southwest of Inner Mongolia Autonomous Region, north of Ordos City. It faces Baotou City across the Yellow River in the north, Dongsheng District in the south, Junge Banner in the east and Hangjin Banner in the west. Banner total area of 8188 square kilometers, jurisdiction over 8 towns, 1 Sumu, 6 sub-district offices, flag committee, flag government in Shulinzhao Town. As of midnight on November 1, 2020, the permanent population of Quanqi was 328,600 (7th census). Banner transportation is convenient, Bao (Baotou) Shen (Shenmu) railway, 210 National road, 109 National road and Bao (Baotou) East (Dongsheng) highway through the banner, known as the "north gate" of Ordos City.

In 2017, it was awarded the honorary title of "National Garden County Town". In December 2017, it was selected as one of China's top 100 Industrial counties (cities). In November 2018, it was selected into the Top 100 Industrial Counties (cities) in 2018. The top 100 counties and cities in Western China. In 2021, the GDP of Dalat Banner reached 41.095 billion yuan, with a year-on-year growth of 9.8%.
