Haibei Tibetan Autonomous Prefecture is an autonomous prefecture of Qinghai Province. The prefecture has jurisdiction over 3 counties and 1 autonomous county, with a total area of 34,068.44 square kilometers. According to the seventh census, as of midnight on November 1, 2020, the permanent population of Haibei Tibetan Autonomous Prefecture was 265,322.

Haibei Prefecture is located in the northeast of Qinghai Province, the northeast of the Qinghai-Tibet Plateau, the west margin of the Loess Plateau, a plateau continental climate. The Haibei Tibetan Autonomous Prefecture has 36 cultural relics under protection successively announced by the People's Government of Qinghai Province. Among them, belonging to the national cultural relics protection units are the West Han Dynasty Xihai County Zhilongyicheng; Eleven are under provincial cultural relics protection; More than 40 tombs were cleaned up and more than 700 cultural relics were unearthed. It is also the place where Mr. Wang Luobin wrote his famous song "In that Far Away Place".

Haibei Prefecture has a long history. The Cayo culture and Xindan culture sites found in many places prove that there were human activities here as early as 3,000 years ago. In the Western Han Dynasty, today's Haibei prefecture for the former site of Xiqiang. In the first four years of Emperor Ping's reign (AD 4), Wang Mang set up Xihai County in today's Haiyan County. During the Han Dynasty, the famous Huqiang Road and Qiang Zhong Road had been formed and became auxiliary roads of the Silk Road.
In 2017, the GDP of Haibei Tibetan Autonomous Prefecture was 8.291 billion yuan, down 20.3 percent from the previous year based on comparable prices. In 2020, the regional GDP of Haibei Tibetan Autonomous Prefecture reached 9.509 billion yuan, an increase of 0.5 percent over 2019.
