Bei 'an, a county-level city under the jurisdiction of Heilongjiang Province and administered by Heihe City, is located in the north-central part of Heilongjiang Province and the southwest foot of the Lesser Khingan Mountains. It is located between 126°16 '~127°53' east longitude and 47°35 '~48°33' north latitude. The total area of the city is 7149 square kilometers. As of 2019, Beian has jurisdiction over 6 subdistricts, 4 townships and 5 towns, and the municipal government is located on Tiexi Street and Wuyuer Street. According to the seventh census, as of midnight on November 1, 2020, the permanent population of Bei 'an was 308,237.

Liu School Duet, Mammy Paper-cut, Bei 'an flapgraph and Bei 'an mullet Embroidery have been listed in the provincial intangible cultural heritage protection project list.
In 2020, the GDP of Bei 'an reached 12.56 billion yuan, an increase of 2.4% on the previous year at comparable prices.
