Fengning Manchu Autonomous County is subordinate to Chengde City, Hebei Province. It is located in the north of Hebei Province and the west of Chengde City, bordering Huairou District of Beijing in the south, Zhenglan Banner and Duolun County of Inner Mongolia Autonomous Region in the north, Weichang Manchu and Mongolian Autonomous County, Longhua County and Luanping County of Chengde City in the east, and Chicheng County and Guyuan County of Zhangjiakou City in the west. Located at the northern foot of Yanshan Mountain and the southern edge of Inner Mongolia Plateau, it is one of six Bashang counties, six ethnic counties and 32 counties around Beijing and Tianjin in Hebei Province. It has jurisdiction over 9 towns, 16 townships, 1 ethnic township, and 309 administrative villages in total. The total area of the county is 8738.67 square kilometers. As of 0:00 on November 1, 2020, the permanent population of the county is 326,400 (the seventh population census). Since ancient times, it has been inhabited by Manchu, Mongolian and other nationalities. There are 34 ethnic minorities such as Manchu, Mongolian, Hui, accounting for 72.19% of the total population of the county; The Manchu population accounts for 64.97% of the total population of the county.

Fengning Manchu Autonomous County was established in 1987. The name of Fengning County comes from the imperial gift of Emperor Qianlong, and the word is "Fengfu Kangning". Fengning Manchu Autonomous County is one of the six Bashang counties in Hebei Province, one of the 32 counties around Beijing and Tianjin, one of the 22 counties with expanded powers, and one of the 13 counties around the capital economic circle. Bordering the capital Beijing, it is not only one of the counties around Beijing and Tianjin in Hebei Province, but also an important channel connecting Beijing and Inner Mongolia.

Fengning Manchu Autonomous County is the hometown of Chinese folk art and Chinese paper-cut art. Top 100 leisure counties and cities in China in summer in 2020. In September 2020, it was selected into the list of strong counties (cities and districts) in food industry in Hebei Province (cultivation type). In October 2020, it was selected into the first batch of new smart city construction pilots in Hebei Province.

In 2020, the GDP of Fengning Manchu Autonomous County will increase by 6.6% annually, and the added value of industries above designated size will increase by 10% annually.

On February 29, 2020, Fengning Manchu Autonomous County withdrew from the poverty county list and officially lifted its hat.
