Funing County faces the water network in the middle of Jiangsu Province, borders Jianhu County in the south, Binhai County in the north, Sheyang County in the east, Lianshui County in Huai'an City across the waste Yellow River in the west, and Chuzhou District in Huai'an City in the southwest. According to the data of the seventh census, as of 00:00 on November 1, 2020, the registered residence population of Funing County was 1103404.

Funing is a county with a long history. Known as Huangpu in ancient times, Miaowan in the Song Dynasty, the county was established in the ninth year of Yongzheng in the Qing Dynasty (1731). It has been known as the "hometown of Huai Opera", "hometown of acrobatics", "hometown of prose", "hometown of longevity", and is known as the "Jianghuai Paradise". Funing is a famous red land. During the Anti-Japanese War, the Central China Bureau of the CPC Central Committee and the New Fourth Army headquarters moved to Funing for 18 months. Liu Shaoqi, Chen Yi and other older revolutionaries left brilliant footprints here.
