Hua'an County, established in 1928, is located in the south of Fujian Province, the northwest of Zhangzhou City, and the middle reaches of the North Stream of the Jiulong River. It is known as the "Pearl of the North Stream". It is one of the coastal open counties in Fujian Province, and also the county with the largest number of Gaoshan compatriots living in the mainland of China. It is the largest production base of forestry commercial timber in southern Fujian, and is the key forestry county in Fujian Province. Hua'an County has jurisdiction over 6 towns, 3 townships, 1 provincial development zone (Hua'an Economic Development Zone), 1 municipal agricultural development zone (Mintai Agricultural Development Zone), 2 state-owned forest farms (Jinshan National Forest Farm and Xipi National Forest Farm), with a total land area of 1315 square kilometers. According to the data of the seventh population census, as of 0:00 on November 1, 2020, there are 134276 permanent residents in Hua'an County.

From January to June 2021, the regional GDP of Hua'an County reached 7.757 billion yuan, up 7.6% year on year, 4.5 percentage points higher than the same period last year, 0.6 percentage points higher than the average level of the city, ranking fifth in all counties (districts). Compared with the same period in 2019, the growth rate was 10.9%, and the average growth rate in two years was 5.3%, 1.3 percentage points higher than the city's average level, and the same as the national average growth rate.

On February 12, 2020, Hua'an County was included in the list of pilot counties for comprehensive ecological compensation.
