Huilai County, under the jurisdiction of Jieyang City, Guangdong Province, was formerly known as Kuiyang. Located in the southeast coast of Guangdong Province and the south of Chaoshan region; It is adjacent to Chaonan District of Shantou City in the east, Lufeng of Shanwei City in the west, Puning in the north and the South China Sea in the south. Huilai has a developed maritime transport industry, a large number of ships, a profound historical and cultural origin of the sea, and many existing ancient "Haisi" relics, which is an important node of the Maritime Silk Road.
