Jiulong County is subordinate to Ganzi Tibetan Autonomous Prefecture of Sichuan Province. Located in the west of Sichuan Province, in the southeast of Ganzi Tibetan Autonomous Prefecture, in the southwest of Gongga Mountain, at the junction of Ya'an, Liangshan and Ganzi, Jiulong County covers an area of 6770 square kilometers and governs 17 townships and 1 town. According to the data of the seventh population census, as of 0:00 on November 1, 2020, the permanent population of Kowloon County was 53738.

Kowloon is located in the transitional zone between the Panxi Plain and the Qinghai-Tibet Plateau, forming four landforms: mountains, extremely high mountains, mountains, and river valleys. The terrain is high in the north and low in the south, with a wide difference in height, complex terrain, abundant rainfall, and sufficient sunshine. It presents a typical three-dimensional climate. There is a saying that "a mountain is divided into four seasons, and ten miles are different days".

Jiulong is a county with Tibetan, Han and Yi as the main body. Twelve ethnic minorities, including Hui, Miao, Bai, Yao, Qiang and Tujia, live together. The three main ethnic groups, Tibetan, Han and Yi, account for almost one third each. For a long time, all ethnic groups have blended with each other and developed together, forming a unique folk culture, which has both the unique style and features of the Tibetan region and the unique primitive and ancient simplicity of the Yi region.

On September 25, 2018, it was awarded the honorary title of "2018 Comprehensive Demonstration County of E-commerce in Rural Areas" by the Ministry of Commerce. On April 28, 2019, the Sichuan Provincial People's Government decided to withdraw Jiulong County from the poverty-stricken county sequence. In 2019, Jiulong County achieved a GDP of 2792.66 million yuan. On July 29, 2020, it was included in the list of national health towns (counties) to be reconfirmed in 2019.
