Luancheng District (Luancheng County) is located in the southeast of Shijiazhuang City, Hebei Province, 320 kilometers north of Beijing, the capital, and 30 kilometers from Shijiazhuang Zhengding International Airport. Beijing Guangzhou Railway and National Highway 107 pass through the west of the region, Beijing Shenzhen Expressway, National Highway 308 and Qingyin Expressway run through the north and south, Hengjing Road runs across the east and west in the middle of the region, and Shijiazhuang Third Ring Road runs across the north of the region, with a total area of 345 square kilometers. As of October 2019, Luancheng District has jurisdiction over 4 towns and 3 townships. As of 0:00 on November 1, 2020, Luancheng District has 378689 permanent residents.

In September 2014, the State Council asked for instructions on approving the adjustment of part of the administrative divisions of Shijiazhuang City in Hebei Province, and agreed to cancel the county-level Luancheng County, establish Luancheng District in Shijiazhuang City, and take the original administrative region of Luancheng County as the administrative region of Luancheng District. In September 2020, it was selected into the list of strong counties (cities and districts) in food industry in Hebei Province (cultivation type). In December 2020, it was selected into the list of digital rural pilot areas in Hebei Province.

In 2020, the GDP of Luancheng District will increase by 2.9%, the investment in fixed assets will increase by 11.5%, the actually utilized foreign capital will be 143 million US dollars, and the capital from outside the province will be 8.341 billion yuan.

In March 2021, it was awarded as the provincial advanced county (city, district) for village clean action in 2020.
