Luobei County belongs to Hegang City, Heilongjiang Province. It is located in the northeast of Heilongjiang Province, at the intersection of the southern foot of the Lesser Khingan Mountains and Sanjiang Plain. Its geographical coordinates are 130°01 '-131°34' east longitude and 47°12 '-48°21' north latitude. It borders Hegang City and Tangyuan County with Wutong River in the west and Suibin County in the east. According to the seventh census, as of midnight on November 1, 2020, the permanent population of Luobei County was 206,072.

Luobei County covers an area of 6,784 square kilometers and has jurisdiction over 8 towns and 63 administrative villages. The county people's government is based in Fengxiang Town. On October 22, 2018, Luobei County was selected into the list of pilot areas for the integrated development of primary, secondary and tertiary industries in the country in 2018. In 2019, it was listed as the second batch of national agricultural product quality safety county.
