Hailin is a county-level city administered by Mudanjiang City in Heilongjiang Province. Located in the southeast of Heilongjiang Province, it is a mountainous and hilly shallow mountainous area. It is 286 kilometers away from the provincial capital Harbin and only 12 kilometers away from Mudanjiang City. Landform features are "nine hills half water half field", Hailin City total area of 9772 square kilometers, the total area of cultivated land of 1.39 million mu (including three forestry bureau, the city of dairy farm, not including Hailin farm), jurisdiction over 8 towns, 112 administrative villages. According to the seventh census data, Hailin's permanent population was 292,755 as of midnight on November 1, 2020. In 2020, the GDP of Hailin reached 11.42 billion yuan, with a year-on-year growth of 0.1%.

Wave River is one of the birthplace of Manchu culture, for the Qing Ning ancient pagoda general office and resident. There are 16 historical sites since the Shang and Zhou dynasties, and the Jinyuan culture, Bohai Culture and Ningguta culture, which are known as the three historical and cultural highlights of Heilongjiang, have left imprints in Hailin. It is the place where a book "The Snow Field of the Forest Sea" and a play "The Taking of Tiger Mountain" took place. It is the place where the famous reconnaissance hero Yang Zirong fought and died.

Hailin is known as "Snow Field of Forest Sea", "Snow Township of China", "Tiger Township of China" and "Home of Erinaceus mushroom of China", and has been awarded the national Sustainable Development Pilot Zone and Federation.
