New Balhu Left Banner (also known as East Banner, New Left Banner), located in Hulunbuir City, Inner Mongolia Autonomous Region, is located at 117°33 '~ 120°12' east longitude, 46°10 '~ 49°47' north latitude, at the northern foot of Greater Khingan Mountains, southwest of Hulunbuir City. The land area is 22,000 square kilometers. As of October 2021, New Barhu Left Banner has jurisdiction over 2 towns and 5 Su-mu, with the banner people's government stationed in Amugulang Town. According to the seventh census, as of 0:00 on November 1, 2020, the permanent population of New Barhu Left Banner was 37,007.

On December 29, 2018, the State Ethnic Affairs Commission named the sixth batch of national Ethnic unity and progress demonstration zone (unit). On April 18, 2019, the People's Government of Inner Mongolia Autonomous Region decided to withdraw New Barhu Left Banner from the poverty-stricken banner county list.

In 2019, the gross domestic product (GDP) of the whole banner of New Barhu Left Banner reached 2,447.28 million yuan, an increase of 2.7 percent year-on-year based on comparable prices.
