Ninghe District is located in the northeast of Tianjin, the east of the North China Plain and the northwest of the Bohai Bay. It is connected to Fengnan District and Fengrun District of Tangshan City, Hebei Province in the east, Baodi District, Wuqing District and Beichen District in the west, Yongding New River in the southwest and Binhai New District in the southeast. It is adjacent to Dongli District in the south, and Fenggrun District and Yutian County in Tangshan, Hebei Province in the north. The total area is 1296 square kilometers (including Beijing Qinghe Farm, Hebei Lutai Economic and Technological Development Zone, Hangu Management Zone). In 2020, the registered population of Ninghe District was 410,700. As of October 2021, Ninghe District has jurisdiction over 2 subdistricts and 13 towns.

In 2015, Ninghe County was abolished and Ninghe District was established. Qilihai, listed by The State Council as a national nature reserve of ancient coast and wetland, is one of the only three wetland resources with the nature of ancient coast in the world.

In 2020, the GDP of Ninghe District reached 31.278 billion yuan, an increase of 8.3% over the previous year, in which the added value of the primary industry was 2.754 billion yuan and that of the secondary industry was 10.959 billion yuan. The added value of the tertiary industry was 17.565 billion yuan, and the ratio of the tertiary industry structure was 8.8:35.0:56.2.
