Pingan County (Qinghai Historical administrative District) generally refers to Ping 'an District.

Ping 'an District, Haidong City, Qinghai Province. It is located in the hinterland of Haidong City center in the eastern part of Qinghai Province. It is located at 101°49 "east longitude and 36°15" north latitude, bordering Ledu District of Haidong City in the east, connecting Xining City and Huangzhong County in the west, Hualong County in the south, and Huangshui County in the north. As of February 2022, Ping 'an District has jurisdiction over 2 subdistricts, 1 town and 5 ethnic townships, covering a total area of 769 square kilometers. According to the data of the seventh census, as of midnight on November 1, 2020, the permanent population of Ping 'an District is 117,883 people, mainly Han people, and 17 ethnic minorities such as Hui, Tibetan and Turkish.

Ping 'an District, Pingan County in 1979, named after Ping 'an Yi, was changed to Ping 'an District in February 2015. It is an important post station on the Tang-Fan Road and the southern route of the "Ancient Silk Road", and is known as the "Selenium capital" of the Qinghai-Tibet Plateau. On September 25, 2018, it was awarded the honorary title of "2018 E-commerce into Rural Comprehensive Demonstration County" by the Ministry of Commerce. On September 29, 2018, the People's government of Qinghai Province approved Ping 'an District to withdraw from the poverty-stricken county. On December 31, 2019, it was selected as a national typical county for rural innovation and entrepreneurship. On October 9, 2020, it was awarded the fourth batch of national ecological civilization Construction demonstration City and county title by the Ministry of Ecology and Environment. In October 2020, it was rated as the national model city (county) of double support.
In 2020, the GDP of Ping 'an District reached 8.434 billion yuan, with an average annual growth rate of 6.73%, higher than the city's average level; Per capita GDP reached 72,700 yuan, ranking first in the city. The average annual growth rate of fixed asset investment was 11.78%, ranking among the highest in the city.
