Pingchang County is subordinate to Bazhong City, Sichuan Province, located in the northeast of Sichuan Province, the southern foot of Micang Mountain, east to Wanyuan City, Xuanhan County, south to Dazhou City, Qu County, west to Yingshan County, Yilong County, north to Tongjiang County, Bazhou District, between 31°16 '-31°52' north latitude, 106°15 '-107°34' east longitude.
Pyeongchang originated from Pingzhou County in the Western Jin Dynasty, which was renamed Tongchang County in the Northern Zhou Dynasty and Pingchang County in the Republic of China. Pyeongchang is a key county in the national poverty alleviation and development work, a county in contiguously impoverished areas in the Qinling-Ba Mountains, a county in the old revolutionary base area of Sichuan-Shan-Su District, and a pilot county in the first batch of powerful counties in Sichuan Province.

The landform of Pingchang County belongs to the peripheral mountain area of Sichuan Basin, Daba mountain, the whole mountain is northwest to southeast trend; It is a subtropical humid monsoon climate zone with four distinct seasons, mild climate, abundant rainfall and multiple clouds. Pingchang County covers an area of 2229 square kilometers. As of January 2023, it has jurisdiction over 1 economic development district, 28 towns, 3 administrative committees, 3 sub-district offices, 393 village (residential) committees (246 villages and 147 neighborhood committees), with 623,200 mu of cultivated land and 54.14% forest coverage. The county has a built-up area of 17.35 square kilometers. According to the seventh census data, as of midnight on November 1, 2020, Pingchang has a permanent population of 658,644 people.

In March 2019, it was listed among the first batch of counties under protection and utilization of revolutionary cultural relics. In February 2020, the Sichuan provincial People's government agreed to remove Pingchang from the poverty-stricken county. On July 29, 2020, it was selected into the national Health township (county) naming list for the 2017-2019 cycle. On October 9, 2020, it was named as the fourth batch of practice and innovation base of "Lucid waters and lush mountains are invaluable assets" by the Ministry of Ecology and Environment.
In 2019, Pingchang County's gross domestic product (GDP) reached 18.268 billion yuan, an increase of 6.4%.
