Qinyang City, formerly known as Huaiqing Prefecture and Hanoi County, is a county-level city under the jurisdiction of Henan Province. It is managed by Jiaozuo City and located in the northwest of Henan Province. It is an important gateway to the transportation between Shanxi and Henan. It got its name because the old city is located in the north of Qinshui. According to the data of the seventh population census, as of 0:00 on November 1, 2020, the permanent population of Qinyang is 447487. There are 10 ethnic groups including Han, Hui, Zhuang, Korean, Manchu, Tu, Naxi, Dong, Miao, Tujia, etc. The minority population is 9327, including 9297 Hui people. As of 2019, it has jurisdiction over 3 townships, 6 towns, 4 streets and 329 administrative villages, with a total administrative area of 623.5 square kilometers.

Qinyang is one of the first "Millennium Ancient Counties" in China. It is known as "Qinhuaigu County, Heshuo County, hometown of Shangyin and hometown of Lesheng". Xia was the capital of Qin and Huai, and Shang was a capital city. It was called Yewang in Zhou, Yewang County in Han, Hanoi County in Sui, and Huaiqing Prefecture in Ming and Qing Dynasties. It has the Three Holy Pagodas of the Tianning Temple, the Northern Mosque, the Yao Temple, the Yao Spring, the Tomb of the Warring States Period, the former site of the Taiping Army's Northern Expedition Headquarters and the Zijinding Tourist Resort. In December 2017, it was elected one of China's top 100 industrial counties (cities). In November 2018, it was selected as one of the top 100 industrial counties (cities) in 2018. On March 6, 2019, the Central Propaganda Department, the Ministry of Finance, the Ministry of Culture and Tourism, and the State Administration of Cultural Heritage issued the Notice of the Central Propaganda Department, the Ministry of Finance, the Ministry of Culture and Tourism, the State Administration of Cultural Heritage on Publishing the List of Counties for the Protection and Utilization of Revolutionary Cultural Relics (the first batch). In 2019, Qinyang's GDP was 44.73 billion yuan, an increase of 8.1%.
