Shawan, a county-level city under the jurisdiction of Tacheng District of Xinjiang Uygur Autonomous Region, is the east gate of Tacheng District, located in the middle section of the northern foot of Xinjiang Tianshan Mountains and the southern edge of Junggar Basin, bordering Shihezi City in the east, Hejing County in the south, Kuitun City and Dushanzi District in the west, and Karamay City in the north. Shawan administrative area covers an area of 13110 square kilometers and has jurisdiction over 9 towns, 3 townships and 3 farms and pastures. By the end of 2019, the registered residence population of Shawan City had reached 200805. It is composed of 30 ethnic groups including Han, Kazak, Hui and Uygur.

In the pre-Qin period, people hunted, collected and grazed in Shawan. History confirmed that people here were called Beisai people. In the second year of Emperor Xuandi's reign in the Western Han Dynasty (60 years ago), the capital of the Western Regions was established, and Shawan was officially incorporated into the territory of China. In 1978, Shihezi area was abolished and Shawan was subordinate to Tacheng area. There are inter-city railway, national defense highway (S101), Beijiang railway, 115 provincial highway, Lianhuo highway, and Keyu highway in Shawan, and three provincial highways 219, 223, and 224 and three county highways pass by. Shawan has successively won the honorary titles of National Model County for National Unity and Progress, National Model County for Double Support, National Advanced County for Science and Technology Progress, National First Batch of Health Promotion Counties, Excellent Ping'an County in the Autonomous Region, Advanced County for Investment Promotion in the Autonomous Region, and Advanced County for Grassroots Organization Construction in the Autonomous Region, and has won the ninth consecutive title of Civilized County in the Autonomous Region. In August 2019, Shawan was selected as a pilot county for the construction of a compact county medical community.

On December 6, 2019, it was selected as the pilot unit to promote the quality of national farmers' cooperatives in the whole county. In 2019, Shawan's GDP was 1401435 million yuan, the added value of the primary industry was 597735 million yuan, the added value of the secondary industry was 3608.5 million yuan, the general public budget revenue was 914 million yuan, and the general public budget expenditure was 3043 million yuan.
