Shuifu City (Shuifu County), a county-level city under the jurisdiction of Yunnan Province, is managed by Zhaotong City. The city is located at the northernmost point of Yunnan Province, at the intersection of the Jinsha River, Hengjiang River and Yangtze River. It is the starting point of the southern edge of the Sichuan Basin and the Yunnan-Guizhou Plateau. It is adjacent to Yanjin County at the end of the Wumeng foothills in the south, Suijiang County in the west, and faces Xuzhou District, Yibin City, Sichuan Province across the river at the boundary of Hengjiang River and Jinsha River in the east and north. Located in the transitional zone between the Sichuan Basin and the Yunnan-Guizhou Plateau, the Jinsha River and the Yangtze River, Shuifu City is known as "the first port of the Yangtze River and the north gate of colorful Yunnan". It is the closest city in Yunnan to the Chengdu-Chongqing double-city economic circle. The total area of Shuifu City is 439.95 square kilometers. By 2022, Shuifu City has jurisdiction over 1 street and 3 towns. According to the data of the seventh population census, as of 0:00 on November 1, 2020, the permanent resident population of Shuifu City was 103532.

Shuifu has a subtropical monsoon climate. Shuifu City was built because of the plant. In April 1974, the Yunnan Natural Gas Chemical Plant was located at the Kunkan Dam (now the residence of Shuifu Municipal Party Committee and Municipal Government) of Anfu Commune in Yibin County, Sichuan Province. The State Council approved the transfer of the three communes of Shuidong, Shuihe and Anfu in Yibin County, Sichuan Province into Yunnan Province. On July 1 of the same year, the Shuifu District in Zhaotong District, Yunnan Province was established. On August 14, 1981, the State Council agreed to delimit the Xin'an and Xinshou brigades of the Taiping Commune and Huiyi Commune in Suijiang County, and the Liangwan Commune and Shuifu District in Yanjin County to form Shuifu County. On October 1 of the same year, Shuifu County was officially established. On November 6, 2018, Shuifu was withdrawn from the county and established as a city.

The main tourist attractions of Shuifu City are: Western Grand Canyon Hot Spring, Shuifu Port, Xiangjiaba Hydropower Station, Tongluoba National Forest Park, etc., which have successively won the honorary titles of National Health County and National Civilized County. In 2021, Shuifu City will achieve a GDP of 8.98545 billion yuan, up 9% year on year.
