Urat Back Banner, under Bayannur City, Inner Mongolia Autonomous Region. Located in the northwest of Inner Mongolia Autonomous Region, Bayannur City is under the jurisdiction of the Inner Mongolia Autonomous Region, is one of the 19 ethnic minority border flag counties. It borders Mongolia in the north and 50 kilometers from Linhe District, Bayannur City in the south. With a total area of 25,000 square kilometers and a border length of 195.25 kilometers, it is a border flag of ethnic minorities with Mongolian as the main body and Han as the majority. According to the 7th Census data, as of 0:00 on November 1, 2020, the permanent population of Urat Back Banner was 53,946.

Urat Back Banner was rated as "Top 100 Flags of China's new Energy Industry in 2012", ranking sixth in the country and first in the autonomous region. In March 2019, it was announced by the Ministry of Water Resources as one of the first counties (districts) to reach the standard of water-saving social construction. On January 22, 2020, it was named the National garden County by the Ministry of Housing and Urban-Rural Development. In July, the National Patriotic Health Campaign Committee reconfirmed Urat Houqi as the national health county.
