Xing 'an County is affiliated to Guilin City of Guangxi Zhuang Autonomous Region, located in the northeast of Guangxi, between 110°14 '-110°56' east longitude and 25°17 '-25°55' north latitude. It is adjacent to Guanyang County in the southeast, Lingchuan County in the southwest, Longsheng Autonomous County in the northwest, Ziyuan County in the north, and Quanzhou County in the northeast.
Xing 'an County covers a total area of 2,348 square kilometers. By the end of 2014, it had jurisdiction over 6 towns and 4 townships. In 2014, the county achieved a gross regional product of 14.617 billion yuan, an increase of 6.2 percent over 2013. According to the seventh census, the permanent population of Xing 'an County was 307,043 as of midnight on November 1, 2020.

Xing 'an County is the birthplace of Xiangjiang River and Lijiang River. The terrain is diverse and complex. The northwest and southeast are mountainous, with overlapping mountains, valleys and streams, and the northwest is Chengcheng mountain system, which gradually inclines to the southwest. Located near the Tropic of Cancer, it is a subtropical humid monsoon climate zone with abundant rainfall, long sunshine time, accumulated temperature and short frost period. In 2017, the GDP of Xing 'an County was 13.647 billion yuan, an increase of 6.3% over the previous year based on comparable prices.

Xing 'an is known as the "prosperous City and stable city", and the production base of Ginkgo biloba, bamboo, commodity grain, live pigs and citrus in China. It has won the honorary titles of "National Advanced County of Scientific and Technological Progress", "National Demonstration County of Science Popularization", "Beautiful China Demonstration County", "2019 National Village Cleaning Action Advanced County", and 2020 China's Top 100 Clean Water Counties and cities.
