Xinhe County, subordinate to Xingtai City, Hebei Province, is located in the east of Xingtai City, bordering Ningjin County in the north, Nangong City in the south, Baixiang County and Longyao County in the west, and Jizhou District of Hengshui City in the east. In 2019, the administrative area of Xinhe County will be 366 square kilometers. By the end of 2020, it has jurisdiction over 2 towns, 4 townships and 169 administrative villages. According to the data of the seventh population census, as of 00:00 on November 1, 2020, Xinhe County has 134095 permanent residents, accounting for 1.89% of the city's permanent population.

Xinhe County has a long history. In the early Western Han Dynasty, it was established as Tangyang County. In the fourth year of Huangyou in the Northern Song Dynasty (1052 AD), it was called Xinhe County. Tian Guang, a scholar of the Yan State, Hou Gengchun of the Eastern Han Dynasty, Yan Liang, a famous general of the Three Kingdoms, Song Dengchun, a poet of the Ming Dynasty, Dong Zhentang, a senior general of the Red Army, and other people with lofty ideals emerged in history. There are Tuotuo Tomb, Liugong Dike, Ciming Temple and other historical sites in the territory.

Xinhe County is flat with an average elevation of 25 meters. It has a warm temperate continental monsoon climate. It is a traditional agricultural county in Heilonggang basin, mainly planting wheat, corn, cotton, jujube and other crops. The industry is dominated by glasses boxes, auto parts, piling machinery, biochemical industry, etc. Qingdao Yinchuan Expressway, National Highway 308 and Xingjiang Huanghua Railway cross the border. In 2016, Xinhe County achieved a GDP of 3.08 billion yuan and a public budget revenue of 158 million yuan.

On May 5, 2019, the Hebei Provincial Government issued a notice to officially approve Xinhe County to withdraw from the poverty stricken county sequence. On June 4, 2021, Xinhe County was included in the list of pilot counties for water system connectivity and water beauty rural construction in 2021.
