Xixia County, a county under the jurisdiction of Nanyang City, Henan Province, is located in the southwest of Henan Province, at the southern foot of Funiu Mountain, bordering Shangluo City, Shaanxi Province in the west, Sanmenxia City and Luoyang City in the north, Neixiang City in the east, and Xichuan City in the south. It is the second largest county in Henan Province. It has jurisdiction over 2 townships, 14 towns, 3 offices and 299 administrative villages (community neighborhood committees). Xixia is the birthplace of Chongyang culture in China. Five thousand years ago, there were communities in Xixia. In the early Western Zhou Dynasty, it was the territory of Guruo State and was set as the Baiyu City. From 524 to 506 B.C., it was the capital of the State of Xu. In the Qin Dynasty, it was set as a county. Xixiakou Town was established in late Qing Dynasty and early Republic of China, and Xixia County was officially established in 1948. Xixia is the hometown of Qu Yuan, the main remains of Qu Yuan culture and the place where Qu Yuan's story of "remonstrating with the king by withholding a horse" took place.
