Harbin, also known as Ice City, is a prefecture-level city, provincial capital, sub-provincial city, megacity and core city of Harbin and Changsha City Group in Heilongjiang Province. It is an important central city in northeast China and an important national manufacturing base approved by The State Council. By 2021, Harbin has jurisdiction over 9 municipal districts, 7 counties and 2 county-level cities, with a total area of 53,186 square kilometers and a built-up area of 493.77 square kilometers. In 2021, Harbin's GDP reached 535.17 billion yuan, with a permanent resident population of 9.885 million at the end of the year.

Located in Northeast China and the center of Northeast Asia, Harbin is the political, economic and cultural center of the northern part of Northeast China. It is known as the pearl of the Eurasian Land Bridge, the international comprehensive transportation hub of the first Eurasian Land Bridge and air corridor, and the starting point of the Harbin Daqi Industrial Corridor. It is the central city of border development and opening up, the central city of Northeast Asia and the "central city of cooperation with Russia".

Harbin is a famous national historical and cultural city and the birthplace of "One country and two dynasties", namely the birthplace of Jin and Qing dynasties. The first capital of the Jin Dynasty is located in Acheng. The founder of the Qing Dynasty, Timur, was born in Yilan, Harbin. Harbin is an international famous ice and snow culture and ice tourism city, known as the "Oriental Moscow" and "Oriental little Paris".
Harbin is a national civilized city, an International wetland City, an East Asian Cultural City and one of the top 10 Ice and snow tourism cities in China. It was awarded the title of "City of Music" by the United Nations and won the award of "Outstanding City of Toilet Revolution" in December 2017. In 2022, the Chinese Olympic Committee awarded Harbin the "City of Olympic Champions" commemorative trophy.
