Changde, known as "Wuling" and "Langzhou" in ancient times, is a prefecture-level city under the administration of Hunan Province. It is located in the north of Hunan Province, west of Dongting Lake in the South of Yangtze River, under the mountain of Wuling, known as the "throat of Sichuan and Guizhou, the gateway of Yunnan-Guizhou" in history. Changde is an important city in the Yangtze River Economic Belt, the middle reaches of the Yangtze River city cluster and the eco-economic circle around Dongting Lake. The total area of the city is 18,200 square kilometers. According to the data of the seventh population census in 2020, by midnight on November 1, 2020, the city's permanent population was 5,279,102.

Changde City name from "Lao Zi" "for the world stream, Changde is inseparable"; Historical stories such as "Liu Hai cutting Firewood", "Meng Jiangnu crying on the Great Wall" and Tao Yuanming's "Peach Blossom Source" run through Changde City's more than 2,000 years of history, creating a unique Changde "good virtue culture".

Changde has won the titles of National Civilized City, China Excellent Tourism City, National Health City, National Garden City, China's First Charming City, International Wetland City, International Garden City, National Model City of Traffic Management, National Model City of Environmental Protection, City of Chinese Poetry and so on.

In 2017, Changde City rechecked and confirmed to retain the honorary title of National Civilized City. In 2018, the National Health City (district) was re-recognized. In 2021, Changde's GDP reached 405.41 billion yuan.

In April 2022, Changde, Hunan Province, the third National civilized city, was disqualified from the honorary title of National Civilized City due to the failure of its construction work.
